Dog Amendment Bill 2013
After many years of consultation and development, amendments to the Dog Act 1976were passed by Parliament on 24 October. The provisions, together with new regulations, take effect on 1 November 2013.
The amendments introduce microchipping for domestic dogs as well as a range of other measures to improve community safety, encourage responsible dog ownership, enable nuisance behaviour to be more effectively dealt with and to recognise assistance dogs.
Compulsory microchipping of dogs
Microchipping of all dogs is now compulsory as follows:
From 1 November 2013, all new dogs and dogs on change of ownership must be microchipped.
By 30 November 2013 all dangerous dogs, which includes restricted breeds, dogs declared dangerous and commercial security dogs, must be microchipped.
By 1 November 2015, all other dogs must be microchipped.
Other amendments to the Dog Act 1976
In addition to microchipping, the following changes have been made:
Improving community safety through stricter control of dangerous dogs: covering restricted breeds, individuals dogs that have been declared dangerous and commercial security dogs;
The ban of the sale, transfer and breeding of dangerous dogs (restricted breeds);
Improvements in the ability for local governments to deal with the nuisance caused by barking dogs;
Expansion of the special provisions for Guide dogs in order to recognise and accommodate the various new types of appropriately trained assistance dogs now commonly utilised by people with a disability;
New provisions to enable retired racing greyhounds after completing an approved training program, to safely return to the community as household pets and not be required to wear a muzzle;
Increased penalties for offences under the Act, with minimum penalties stipulated for offences in relation to dangerous dogs.
The introduction of a criminal offence where a dangerous dog kills a person or puts a person’s life in danger; and
New provisions to enable courts to impose a requirement for dog owners to attend and complete a dog training course in place of or in addition to a penalty.
DOG REGISTRATION All dogs over three months of age must be registered. The registration helps rangers identify owners quickly should the dog be injured or lost. Rangers impound dogs to minimise the legal risks to the owner of dog being uncontrolled in the community and in an environment they are unfamiliar with. Dog registrations expire on 31 October of the applicable year.

FOUND A DOG? Please contact Community Rangers as we may already have details of the owner anxiously awaiting news of their pet. Rangers will collect dogs when owners can not be located, however unclaimed dogs are available for rehoming.
THINKING OF REHOMING A DOG? Unclaimed dogs can be rehomed once they have been micro-chipped, wormed and registered for one year at a subsidised small fee of $65. Please contact Community Rangers to discuss rehoming options or to place your name on our adoption list.
